Constitution of the Student Residence Hall Association of Ming Chuan University

 

Effective after approved by the Academic Affairs Council on May 17, 2007

  1. General Provisions

1. The Association shall be established in accordance with the Student Dormitory Management Regulations of the University.

2. The name of the Association is "Ming Chuan University Student Dormitory Association" and it is located in Taipei and Taoyuan dormitories, hereinafter referred to as the Association.

3. This constitution is established for the purpose of protecting the safety of student housing, promoting the autonomous management of dormitory life, protecting the rights and interests of residential students, improving the quality of residential life, and assisting the school in managing dormitories.

 

  1. Organization and Authority

1. All students living in the dormitories of the University are ex-officio members of the Association.

2. The head of the student dormitory business is an ex-officio instructor of the Association, and the dormitory management teacher is a counselor and should assist in promoting and counseling the work of the Association.

 

  1. The way the officers are elected and their terms of office.

 (1) The Association shall have a president, 2-4 vice presidents, living group, aesthetic group, general affairs group, public relations group, activities group, and clerical and information activities group.

 (2) The president and vice president must be a resident student in the second year of school or above and have served as an officer of the association with a passion for service, regardless of nationality or gender. The president and vice-president shall be elected during the first week of each school year and shall be elected by a vote of the new management team to be the president with the highest number of votes and the second highest number of votes.

 (3) The term of office of the room manager and building (vice) room manager is one academic year, and the president will be selected from the next level of management staff.

 

  1. Responsibilities of the President

1. To represent the Association externally as the house manager, and to be the bridge between the school and the residential students.

2. To convene self-governance meetings and end-of-term self-governance seminars to review and improve the working conditions and enhance the functions of the self-governance council.

3. To supervise and promote the resolution of the self-governance meeting.

4. To assist in promoting dormitory safety and life management under the guidance of the University's student dormitory business unit.

5. To assist in all tasks related to the improvement of dormitory life quality and safety.

6. To be responsible for the liaison and coordination between the self-governance officers and members at all levels.

7. To be responsible for hiring an instructor to be the instructor of the current club.

8. To assist in the promotion of dormitory-related activities.

 

  1. Duties of the Vice President.

1. The vice president will assist the president in promoting the duties of the dormitory and in safety and life management.

2. To compile the head count of each floor at 23:00 every night and report to the dormitory management teacher.

3. To carry out the decisions of the cadre self-governance meeting.

4. Invite instructors, advisors and dormitory management teachers to participate in related meetings and activities.

5. To prepare for and hold the election of the next president.

6. To assist in the liaison between the various levels of the Self-Governance Committee and the students.

 

  1. Group leaders

l   The president of each group shall be the head of the building and a number of members shall be appointed by the president and shall be directly responsible for the president and shall attend the self-governance meetings.

l   Responsibilities.

Life Team Leader:

(1) To serve as the floor manager to assist in dormitory safety, living management and related business development, and to report to the vice president after checking the floor occupancy at 23:00 each evening

(2) Responsible for maintaining the public peace, cleanliness, hygiene and quality of life in the dormitory and other related counseling matters.

Aesthetic group leader

1. To be the floor manager to assist in dormitory safety, life management and business development, and to report to the vice president after checking the floor occupancy at 23:00 each evening.

2. To be responsible for all activities and publicity of the dormitory, dormitory decoration and printing of related literature.

General Affairs Team Leader.

2. Responsible for the application and use of funds, preparation of income and expenditure statements, storage of public property, and procurement of activity equipment.

Public Relations Team Leader.

2. To be responsible for external liaison affairs. and communication matters.

Activities Team Leader.

2. Responsible for the planning and execution of various activities in the dormitory.

Clerical Team Leader.

Information Team Leader.

l   Officer obligations:

  3. In the event of a loss of office, the President shall convene a meeting of the Self-Governance Research Office and submit it to the dormitory business unit for approval.
  4. The Honorary Advisor of the Association shall be appointed by the former President and Vice President.
  5. Rights and Responsibilities of Members

1. Rights of members.

(1) Members shall participate in all activities organized by the Association.

(2) Members can use all public facilities and goods in the dormitory.

(3) Members have the right to elect and dismiss the president.

(4) Members have the right to participate in the selection of the officers.

(5) Members can make suggestions for the improvement of the residential life and safety.

2. Obligations of Members.

(1) Members must abide by the rules and regulations of the student dormitory.

(2) Members must obey the leadership of the officers of the Association and abide by the decisions of the Association meeting.

(3) To pay the membership fee.

 

  1. Meetings

1. Regular meetings: The President shall convene a regular meeting once a month.

2. Ad hoc meetings: To be convened at the discretion of the president as needed.

3. The number of attendees at a cadre meeting must be at least one-half of the cadre headquarters before the meeting can be held.

4. The president will convene a meeting of the autonomous committee at the end of each semester and invite the director of the school unit to attend the meeting.

5. All resolutions of the council are invalid if they are in conflict with school regulations and dormitory management.

 

  1. Bylaws

1. Sources of funding for the Association: subsidies from the Auxiliary Education Fund, the budget of the Office of Academic Affairs and the membership fee.

2. All equipment and equipment of the Association should be registered in the property file, and an inventory of the transfer should be compiled and submitted to the business unit in charge of the dormitory for approval when the old and new officers are transferred.

3. The president may submit a list of members and good performance cadres who are enthusiastic in service at the end of the period, and present them with awards and proof of cadre service.

4. The President may call for a meeting of at least two-thirds of the members of the Association and three dormitory management teachers to participate in the revision of the bylaws and submit the results to the dormitory business unit for approval before implementation.

5. This constitution is approved by the Student Affairs Council and promulgated by President Chen.
